Galaxy Backbone

Galaxy Backbone is the Federal Government of Nigeria’s ICT infrastructure agency, established in 2006 to manage and consolidate telecommunications and data infrastructure for ministries, departments, and agencies. It was created to give government institutions a more secure, coordinated, and sovereign digital backbone rather than leaving critical connectivity entirely dependent on commercial providers.

Its most visible role is the GovNet, a dedicated fibre-optic and wireless network that connects federal institutions in Abuja, Lagos, and several other locations across the country. That network gives public-sector organizations a more controlled environment for communications and data exchange, which is especially important for government workloads that require stability, security, and central oversight. In a public administration context, the value of that kind of infrastructure is not just speed; it is trust, continuity, and the ability to keep core systems running without interruption.

Galaxy Backbone also operates government data-centre facilities and supports the technical foundation for a range of Federal Government digital services. As more state functions have moved online, the agency has become part of the hidden infrastructure that makes digitized government possible. Systems such as IPPIS for payroll, GIFMIS for public financial management, and related identity and service platforms depend on secure network and data infrastructure that sits below the user-facing application layer.

That makes Galaxy Backbone less visible than the services it supports, but no less important. Its role is analogous to the utility infrastructure underneath a city: most people do not see it directly, but many public services fail without it. In a country as large and administratively complex as Nigeria, having a dedicated government ICT backbone helps reduce fragmentation, improve coordination across agencies, and support the long-term digitization of public administration.
